Yes ,
All three Are vectors.
1. Angular Displacement has direction of ”$\theta$” ,Which is the angle between Radius of initial motion(where motion starts). But It is vector for small value of “$\theta$”.
1. And the direction of Angular velocity is “Perpendicular to the Plane Of Motion”.
2. And The Direction Of Angular Acceleration is Same As the Direction Of Angular Velocity, But The Difference Is That its value is Increasing “Perpendicular To The Plane Of Motion”

Yes all three are vectors,all three have direction perpendicular to the plane.(Even angular dispacement too,contradicting what above says).to find the direction,i.e inward or outward,what all you have to do is use right hand thumb rule.
