If we divide whole equation by \sqrt(a2 + b2)
We get
a/\sqrt(a2 + b2) sin x + b/\sqrt(a2 + b2) cos x = 1

This is a form of sin(x+\theta) = 1
Where
Cos\theta = a/\sqrt(a2 + b2)
Sin\theta = b/\sqrt(a2 + b2)
so
Tan \LARGE \theta = b/a

Hope it clears
