is it gud to join cse in new iit’s or to join old iit, other department.. i am interested in computer related departments.. i got 151/360 [obc] so please help me out

Yes, it is definately good to join New IITs. If you have interest in CSE, just join without thinking. It totally depends on your performance in IIT. It doesnt matter much if you are in IIT Delhi or any new IIT if you have high grades. So, take your favourite branch and work hard.
