Dear student 
Yes you can get benefit of domecile in delhi , if you do  your 12 th from Delhi , 
If you do it rom hartana , 
You will get the domecile of Haryana , 
I will suggest you to do it from delhi , because there is 85% quota in DTU and NSIT , 
and NIT Delhi is also there , 
Please ask if you have more doubts.
