PICT is one the best colleges for CS/IT in the country.And pune is a much better place to live in than Srinagar.You would get good exposure as pune is the IT hub of maharashtra.I would recommend PICT to you.

compare the placement record and get to know the kind of education being imparted at both places, whichever is better go for that, otherwise you can check out at –
