Please help I am living in delhi and is chosing a UP College equally good as Delhi College? OR I should pick a Delhi College? Then my confusion is which is better AKGEC (UPTU) OR NIEC (IPU)

If the college is Goverment, then Delhi should be first preference, but if it is private, then choose, AKGEC over NIEC.......
