its a very common ques , physics is quite diffrent in this case . 
elasticity will be measured by the youngs modulus value of the body . 
a material shows elastic behavious before yield point and if youngs modulus is more than material , then it wl not yield early . 
youngs modulus for rubber is = 0.1 GPA 
y.m of steel is = 200 GPA 
so, steel is more elastic than rubber acc to physics

dear jeeva,elasticity is measured by calculating the youngs modulus value of particle,so steel is more elastic than rubber according young modulus value.
