Water is a much better coolant than most liquids. Why? Would there be instances in which another liquid might be preferred?

Coolants usually act as heat sinks for industrial plants. For any liquid to qualify as a good coolant, there are two basic things it must follow- It should have a higher heat capacity compared to others and should be easily available in large quantities. Hence for industrial usefulness, since water bodies are quite abundant, water is the best coolant.
Generally, any coolant should have a large heat capacity. For practical purposes, it should be available in huge amounts.
