Thermal equilibrium is the case where there is no exchange of thermal energy between the body(or system) and another body(or surrounding) , i.e., no exchange of heat.This can be understood by the fact that they have the same temperature.
Zeoreth Law of Thermodynamics uses this phenomenon to define temperature.
