Is there any lower limits to the electric force between two particles at a seperation of 1 cm ?

no, lower limit in a sense can be given as the maximum attracting ie negive force between the particles , which is given by kq1q2/(1cm)^2. Hence the lower limit is the maximum attracting negative force.
