The specific heat of water is high and can absorb lot of heat. We use this property for the purpose of cooling down objects. For example, when you stand barefeet on hot sunny day by the seashore or near the bank of a river you would feel it very hot. However, as you move into the shallow water it soothes you and feel cooler.
When we say water has higher specific heat than sand we say that water absorbs more heat per gram than sand. Thus, we feel sand getting hotter on the shore than the water in the shallow waters.
