according to your question,

x.L_v=y.L_f + y.100.s where L_v and L_f are latent heat of vapourisation and fusion. and s is specific => x.L_v=y(L_f + 100.s) heat of water

=>y/x = L_v/L_f + 100s, putting the values we get y/x = 3..
