Use

E = $\sigma$ T4

T is in kelvin

When you put this

You get

E = $\sigma$ (400)4

And

E2 = $\sigma$ (600)4

Hence

E2/E = 1296/256

E2 = 81E/16

Hence option 2 is correct.
