For it you need a cylindrical vessel with a movable piston open to atmosphere now in pv=nrt , p is atmospheric pressure acting on cylinder , n is mole of gas filled which is also constant , r itself is a constant , no volume =area × length ( area is constant throughout in a cylinder) ,hence volume is directly proportional to length, ie. further directly proportional to temperature in kelvin hence temprature can be measured as per length in that cylindrical tube.
