Yes, a given amount of mechanical energy can be converted completely into heat energy. The compression of an ideal gas is the appropriate example; where given amount of mechanical energy can be converted completely into heat energy. In compression of an ideal gas, all the mechanical energy used to move the piston could convert to heat energy.
