The stephen-boltzmann''s law gives the relation between heat radiation emitted by a body to the temperature of the body.

The net emission of heat is more if the temperature difference is more with respect to the surroundings . The heat that is emitted is absorberd by the surroundings.As the total surroundings include everything besides the body the temperature increase will be very less of surrounding as it encompasses a huge mass. The heat absorbed is distributed throughout  and not concentrated in a region.
