At low pressure , the attraction forces which dominates will be effective but much lesser than at high pressure . At high temperature the average velocity of molecules will be higher and the attraction forces which are in dominance will be negligible with respect to the average velocity of the molecules . So low pressure and high temperature is the condition for the compressibility factor to be 1.
