Not all the noble gases combine with oxygen and fluorine. Only the heavier noble gases like Xe, etc will react with oxygen and fluorine. noble gas form compounds with oxygen and fluorine only because they are most electronegative elements.

Fluorine is the most receptive and most electronegative of all thechemicalelements. The elements with which it doesn't respond are oxygen, helium, neon, andargon. Fluorine is the only element which willshapecompounds with noble gassesxenon, krypton, andradon

Xenon, Radon and Oganesson(theoritically) can form stable compounds with F and O due to their extremely large size and the high E.N. of F and O. Still, such compounds can only be achieved at very high temperatures. Remember, only ultra-heavy and large atomic radii possessing Noble Gases can form compounds with F and O.
