when concentration of HCl becomes 10^-8 the concentration of [H+] of water ids 10^-7 and so cannot be neglected it should be taken into calculation
hence
[H+] in solution = concentration of HCL + concentration of [H] ion in water
= 10^-8 + 10^-7 
=1.1 * 10^-7
pH = -log[H+]
= -log[1.1*10^-7]=6.98.
