Glass is a super cool liquid in other words we can say that it is an amorphous solid. Glass being amorphous has short range order. Quartz is crystalline and thus has long range order while glass does not have long range order.
To convert quartz in to glass melt the quartz and cool it rapidly, quartz will be converted in to glass
