Its actual configuration using the S,P and D sub shells is actually;
1s2 2s2 2p6 3s2 3p6 3d10 4s1
+1 and +2 refer to the oxidation number of the element. Cu atom like most other transitional elements are able to loose electrons making them more positive. when the Cu atom looses an electron, it will be lost from the 4s sub shell producing Cu+1 ion.
