In an atom the electrons are pulled towards the nucleus of the atom due to positive charges and hence attrcts the elctrons.
Thus the ability to come closer towards the nucleus is the Penetration effect.
.
Electron affinity is affection towards the nucleus as it attracts all the elctrons which come closer towards it after overcoming all the repulsive forces due to other electrons.
