[Co (NH3)6]3+ ion has octahedral geometry. Co is the central metal with four NH3 ligands around it in a square plane,
one NH3 ligand above the plane and other below the plane.
Obviously, the square plane would be the same plane in which maximum atoms can lie.
Nitrogen atom in NH3 ligand has sp3 hybridisation (bond angle 120\degree) i.e. one hydrogen atom will lie in plane, one hydrogen atom above and other below the plane.
In this way, in the square plane lie Co atom, 4 nitrogen and 4 hydrogen atoms.
So according to me, 9 atoms can lie in the same plane in  [Co (NH3)6]3+ ion.
