Dear Pawan
HF has s strong tendency to form hydrogen binding and as a result it exists as H2F2 or H2F(+) + F (-).
Now this H2F (+) can act as acid and since it has 2 proton so it can release 2H (+) and acts as a dibasic acid.

Dear student
HI is monobasic because it can give only one proton.

monobasic (or monoprotic) acid, able to donate one proton per molecule. A monobasic salt, with one hydrogen atom, with respect to the parent acid, replaced by cations.
