first looked at the oxidation number of nitrogen in the HNO3. It is +5 due to the -6 from the oxygen and the +1 from the hydrogen. Then I looked at the oxidation numbers of nitrogen in your choices. in N2 it is 0, N2O is +1, +4 in NO2 and -3 in NH3. So each change in oxidation number needs 1 mole of electrons per mole of product.
 
hence 0.5 mole of N2O can be formed as change in oxidation number is 4, 2 nitrogens to get N2O 0.5 moles = 4 moles of electrons
