How can we say that the rates of forward rxn and the backward rxn are equal, i.e. equilibrium is dynamic and not static ..... I mean why can't we say that after reaching the particular equilibrium concentrations the rxn is stopped, as we cannot see any changes further, and when we disturb these concentrations the rxn starts again.

The rate of forward and backward reaction is same thus there is no change in concentration of of reactants or products. This doesn`t mean that the reaction has stopped.
