  1. No, the two solutions are of different concentrations. The first solution has 10g of sugar in 100 g of water while the second solution has 10g of sugar in 90g of water.
  1. Mass% of solution = Mass of solute (sugar) ÷ Mass of solution x 100
           Mass% of first solution = (10/110) x 100
                                                = 9.09 %
           Mass% of second solution = (10/90) x 100
                                                      = 11.11 %
