The correct order of reactivity is allyl chloride > propyl chloride> vinyl chloride.
ForSN​2reactions,alkyl halides are more reactive than vinyl chloride, chlorobenzene, and benzyl chloride.
Alkyl halides are more reactive due to the polarisedR−Xbond; because of this polarisation, carbon becomes electron deficient and alkyl halide becomes more reactive. Besides, least hinderance at this carbon favoursSN​2reaction.
