Mesomeric effect stabilises carbocation by sharing pair of electron and Hyperconjugation stabilises carbocation by partially sharing a single electron which is present in a bond between carbon and hydrogen . . . so mesomeric effect dominates over hyperconjugation.. 
The order of the effects in stabilising a carbocation is Mesomeric effect > hyperconjugation > inductive effect.....
