Dear Student, Aqueous KOH has K+ and OH-particles. The K+ is pulled in to the Cl-of the tertiary butyl chloride. The development of a steady tertiary carbonium particle prompts this response. At that point the OH-responds with the with the carbonium particle to shape 2-Methyl propan-2-ol.
