And yes, they can form double or multiple bonds while elements of the lower periods can’t because for double and triple bonding there has to be effective pi bonding which is formed by lateral overlap of orbitals. Since the second period elements are small their orbitals are small so effective overlap takes place while for elements of lower periods the orbitals are so large that effective lateral overlap does’nt take place and they don’t form multiple bonds
