Vinyl chloride shoelws resonance so C-X has partial double bond and has higher bond enpthalpy. So allyl chloride is more reactive than this.Hope it clears

In vinyl chloride, the electron pair on chlorine atom conjugates with pai electron pair of the double bond

vinyl chloride is the chloride which is attached to the double bonded carbon so it forms resonace and gets partical double bond and get higest ionization enthalpy.where as the ethyl chrolide doesnot have the property of resonance.

Dear Student,
Please find below the solution to your problem.

Vinyl chloride shoelws resonance so C-X has partial double bond and has higher bond enpthalpy. So allyl chloride is more reactive than this.

DEAR FRIEND
The resonance shown by vinyl chloride is as follows: In vinyl chloride, during this resonance the carbon chlorine bond aquires some double bond character which decreases it reactivity
THANK U
