Although nitrogen has lone pair ,it gives two electron to oxygen atom and one electron to oxygen atom other.Now the nitrogen gains a positive charge and one oxygen atoms has negative charge to complete octet.So nitrogen as a whole has positive charge so it attracts electrons towards itself.See the resonance structure of nitrogen
