CCl4 is an electrophile because chlorine has vacant d orbitals.
And thus are attracted to an electron rich centre.
Most electrophiles other than ccl4 has posotive charge over them. and has tenddency to accept electrons.

And as solvent becaouse it has no +ve charge OR negative charge .
