In HClO3 oxidation of Cl is +5 whereas in HClO2 is +3...so HClO3 has the higher tendency to get reduced..I.e. it has more affinity to take up more electron than HClO2...So if we consider Lewis acid-base theory, HClO3 wold be more stronger acid than HClO2
