If the electronegative atom is then joined to a chain of atoms, usually carbon, the positive charge is relayed to the other atoms in the chain. This is the electron-withdrawing inductive effect, also known as the -I effect.Consider CH3->->-Cl. Cl attracts the bonded electron pairs(of C--H) towards it. So C atom acquire partial +ve charge . To compensate C atom can break away any one bonded pair(CH) .It means acting as an acid(H+ is released)
