Yes ! Benzene fails to decompose bromine water. This is because the double bonds that we see in the 2 kekule structures don`t exist in reality what exist is the resonance hybrid . Because all the double bonds are in conjugation thus resonate loosing it`s double bond character .it is like a ring of delocalized electrons .Hope it`s clear . All the best .
