Why does phenol not answer NaOH/Itest, although it reacts with NaOH individually?

For giving NAOH/I2 test the compond should contain ch3co- group or ch3ch-oh group as in phenol both groups are not present so it not give above test.its reaction with NAOH give C6H5ONA but it not further react with I2 to form iodoform (CHI3).

NaOH/I is used as a reagent for iodoform test, which needs a CH3CO- or CH3CHOH- in its structure for undergo the reaction.
 
as phenol does not have these groups in its structure, it doesn’t undergo the iodoform test. However, under same conditions, it undergoes ring iodination to give a mix of o- and p-iodophenol
