Dear student,
OPTION 3 seems correct since primary alkyl halides favour Sn2 reaction since there is formation of 10 carbocation involved which does not hinder the incoming nucleophile.
 
​option 1 is wrong since its a bimolecular reaction.
option 2 is wrong since polar aprotic solvent like DMSO favours SN2 reaction.
option 4 is wrong since no formation of racemic mixture but formation of inverted structure takes place due to backside attack of new approaching nucleophile.
