The answer must be 3. As in this case there is a +I group ( Alkyl group) with diminished effect of -I group (RCO group). All other cases have CO group at neihbouring position and as we know Inductive effect is distance dependent, thus all other cases except 3 will have more + ve charge magnitude compared to 3.

In option d carbocation is connected with -M group 
In option c it is stabilised by +i only 
in option a and b both are stabilised by +M and in option a it is also stabilised by +i so option a will be correct .
ketone shows both +M and -M in option a and b it shows +M effect..
