(B) Phenol. Because Phenol have Rasonating structure and because of this rasonating structure phenol can’t release H+ ion. So in this serise Phenol is least acidic.

In phenol, pulling the electrons from the oxygen atom into the ring causes the hydrogen atom to be morepartially positive than it is in aliphatic alcohols. This means it is much more easily lost from phenol than it is from aliphatic alcohols, so phenol has a stronger acidic property than ethanol.
 
acetate ion has resonance that delocalizes the electron pair to be shared with a proton and ethoxide ion does not, acetate ion is a weaker base than ethoxide ion. Recalling that weaker bases have stronger conjugate acids, we conclude that acetic acid is a stronger acid than ethanol.
 
hence ethanol is least acedic
