Always Remember,
Electrophole will always attack on ortho-position if Intra- H bonding is taking place or elctrophile is Cl2= or NO2 +
or ch3 only and only present.
 
Here elecrophile is NO2+ that is Nitration
Therfore,
 
O-Nitrophenol will be formed as a major product.

When phenol reacts with dil.Hno3, the electrophile is nitrosonium ion and as intramolecular hydrogen takes place on ortho attack, ortho product will be formed
