What will happen if we react C2H4 with alcoholic KOH and aqueous KOH?

Alcoholic KOH follows E2 mechanism and goves ethene upon reaction with alkyl halide. While aqueous KOH generates cation. Although there`s no reaction of ethene with either of these.
