The mechanism is called Sn2 reaction.
And the mechanism is valid for only 1 and 2 degree of carbon atoms.
P.P.S is never present (polar protic solvent)
And also Rearrangement is not possible therfore Halide (Br) gets directly attached to the third number carbon atom without rearragement.
