there are 4 types of orbital , that is s,p,d and f orbital . 
and if u can recall the structure of atom chapter then there its explained about the configuration of electrons in these orbitals . 
and acc to the hunds rule of maximum multiplicity , there are certain limit of these orbital , that can hold the electrons . 
and acc to aufbau principle , the electron should be filled based upon the increasing energy level . 
and suppose you are considering 1 element , in that case after filling all the electrons , if the  P OR D ORBITAL HAS NOT BEEN FILLED OR ITS HALF FILLED , 
THEN IN THAT CASE U CAN SAY , THAT IT HAVE VACANT P AND D ORBITAL 
HOPE IT CLEARS YOUR DOUBT
