In IUPAC naming first we have to identify fuctional groups in a given compound here two functional groups are present one is Ester and second one is acetoxy, among these two in IUPAC rules Ester has preference so we have to start numbering from Ester so answer is methyl 3-acetoxycyclohexane-1-carboxylate.

The functional group ester has higher priority than acetoxy therefore IUPAC name--methyl 3-acetoxycyclohexane-1-carboxylate
