For simple understanding U can .take them as catalyst acting towards any possible chemical reaction which is necessary for some oxidizing and reducing agents to be oxidised and reduced accordance to the desire product respectively.
Like,
KMnO4 and K2Cr2O7 gets reduced to Mn2+ and Cr3+ (highest state) in acidic medium respectively 
and to MnO2 in basic/alcholic medium.
 
And for Hydrolysis and Sapnofication purpose we use aq. KOH and alk. KOH is used when it is water sensitive that is corroded to H2O that is during dehydration.
Example Aldol condensation reaction.
