stereocenter-an atom or a group of atom is considered to be a stereogenic center if the interchange of two ligands attached to it can produce a new stereoisomer.
not all interchanges gives a new stereoisomer but if it does then the center is stereogenic unit.
ex in trans 2 butene conversion of ch3/h group leads to cis form thus C=C is the stereogenic unit.
