What are exceptions to Ortho effect in determining acidity in substituted benzoic acid?

At ortho position there is a chance of the formation of the intra-H bonding with the -OH group of the carboxylic acid.
Therefore there would be a fluctuation in determining the acidity.

Ortho effect doesn`t operate in case of OH , F and NH2 due to intermolecular h- bonding with H atom of COOH group.
