Activating groups are the compounds/structures (organic) that shows + Mesomeric and +Inductive effect.
that is to say that it would have the tendency to donate electrons to the electron deficient group.
and for deactivating it is vice versa.
It would withdraw electrons from the rich elctron atoms/molecules.
Now there is a separate series for both which shows +M and -M effects which U need to memorize.
This is the appropriate way to dtermine/identify the groups hence.
